The much larger group this page cannot cover
Sixty-two of the hundred operators in the shared library publish no restricted-territory list we have read. They are not on this page and they are not in the register either.
That is the strict position and it is the right one. An operator with no published list has not been shown to accept Japan; it has been shown to have said nothing. Putting it in a table headed by this market would convert a gap in our reading into a claim about a contract, which is the one error this whole library exists to avoid.
It also makes this page a minimum, not the full answer. Seven is the number of operators we can prove exclude Japan from their own documents, not the number that do.
What this site will not do with a restricted list
It will not tell anyone how to appear to be somewhere they are not. Several operators in this market treat masking a location as a breach of their own terms, and the consequences of that breach fall on the account holder — including, at some operators, on a balance.
